“君”的含義就是指善于使人們凝聚成群?！熬北局妇?，泛指領導者；“群”指的是由人聚合而成的社會群體。荀子認為，群居而生是人的本性，違背了這個本性，人就不能生存；而組織群眾使之成為集體或社會，則是領導者的根本職能和本質規定性之所在。此術語不僅揭示了“君”與“群”的關系，而且隱含著社會與國家的構造原理。

A Ruler Should Keep People Together

　　A ruler has the duty to keep people together. According to ancient Chinese philosopher Xunzi, people by nature want to live in community. People cannot survive if they go against this nature. Keeping people together so that they form a community or a society is the fundamental duty of a ruler. This term defines the relationship between a ruler and the people, and implies the way in which a society or a state should be structured.
